READINESS OF THE LOCAL COMMUNITY IN MAINTAINING SUSTAINABLE AND INNOVATIVE TOURISM TO MINIMIZE WOMEN’S MIGRATION IN TAMANSARI VILLAGE, REGENCY OF BANYUWANGI – INDONESIA

Summary: 
Banyuwangi Regency located at East Java Province is an innovative region in Indonesia. To increase the well-being of local people, the Government of Banyuwangi stimulates the tourism sector through many mechanisms. Innovative tourism has improved local income per capita in the Banyuwangi Regency, from Indonesian Rupiah (IDR) 20,8 million in 2010, to IDR 41,46 million in 2016. In Tamansari village (located at Licin Districts, Banyuwangi Regency), there are remarkable changes seen in the local population, notably the women who previously lived as farmers, thenbecoming local entrepreneurssupporting tourism activities. This program has also been successfully shown to minimize the migration of local people, particularly women, from Banyuwangi Regency to large cities in Java and Bali Islands and overseas. Since 2010 the Regent of Banyuwangi, Mr. Abdullah Azwar Anas, has played a key leadership role in encouraging innovative tourism practices. Unfortunately, his administrationwill end in 2020, and he cannot be officially re-elected since he has occupiedthe position for two terms(2010-2015 and 2015-2020). In Indonesia, when a Regent’s reign ends, so does the middle and lower management.This means that existing tourism programs in Banyuwangi are susceptible due to political uncertainty in the following period. This following is a case study using yielding descriptive data between the 16th of January 2019and the 26th of February 2019. The primary data are derived from interviews with key informantssuch as men, women, rural communities, and government agencies ofBanyuwangi. The finding of this study is that innovative and sustainable tourism in the Tamansari village has been strongly developed by involving many stakeholders including the village government, rural communities and village-owned enterprises. The migration of women outside of the village can be minimized,neveretheless,their participation is largely ignored during decision-making about sustainable tourism in Tamansari Village.
